Planning and Evaluation Committee
Description/Purpose/Plan

This committee works on the annual needs assessment and the Comprehensive Plan. It assesses current and future service needs for HIV+ people, and plans ways to address these needs. It also develops requirements that service providers must meet and reviews the results of program evaluations.

Committee Purpose (bylaw excerpt): This committee provides input to staff regarding components to be included in the annual needs assessment; ensures that the needs assessment is comprehensive and reflects the components required by the legislation, HRSA and the State; and ensures that appropriate populations are represented in data collection within time and resource constraints. This committee is responsible for developing a comprehensive, community plan for the organization and delivery of HIV/AIDS services that is compatible with existing state or local plans regarding the provision of health services to individuals with HIV disease. The committee also develops an implementation plan for the goals, objectives, strategies and evaluations which result from the final plan.

This committee develops program evaluation requirements based on Federal legislature, HRSA guidance and the Comprehensive Plan program goals and objectives. In addition, the committee ensures that requirements are met and reviews results of program evaluation. It revises program evaluation as needed and seeks to include key indicators or evaluation criteria to measure the extent to which pre-determined goals have been achieved, including cost and effectiveness measures.

Comprehensive Plan Objective 2(D): Determine service needs and barriers of individuals who are aware of their status but are not in care.

Recommend components of and participate in annual needs assessment.

1. Review proposed activities outlined by staff.
2. Assist with development of data collection instruments and methodologies.
3. Rate and assign weights to needs assessment elements.
4. Establish service priority ranks.
5. Conduct public hearings.
6. Present to Care Council for approval.
7. Develop methodology for determining population priorities.

Comprehensive Plan Goal 4: Ensure that a continuum of HIV-related psycho-social and support services is available throughout the TSA.

Revise/update Comprehensive Plan

1. Revise comprehensive plan to meet any new HRSA/State guidelines.
2. Conduct public meetings on comprehensive plan.
3. Present revised plan to Care Council for adoption.
4. Develop and review updates to comprehensive plan as appropriate.

Implement the Comprehensive Plan

1. Review plan goals and objectives.
2. Review continuum of care for appropriateness/effectiveness in serving various populations and make recommendations for change as appropriate.
3. Monitor Comprehensive Plan

GOAL 3: Ensure that HIV care and support services are high quality.

Review minimum standards of care in conjunction with other committees to determine need for revisions.

Review minimum standards of care as related to identified service provision issues.

Participate in quality management reviews and updates as requested by Grantee.

Review QM standards and processes developed in current QM contract.
Conduct review of QM data as it becomes available.
